FREE 512.416 PHONE INFORMATION CAPITOL Breaking news, in-depth stories, top are available at SCHOOL FINANCE Some progress on compromise A sign of progress emerged Sunday night: as lawmakers approached a self imposed deadline for reaching a compromise on school finance. Lt. Gov. David Dewhurst said legislative leaders have agreed to put about $3 billion in new money into the system, the San Antonio Express-News reported.

The House wants to spend $3 billion in new money on education over the next two years; the Senate approved $2.6 billion. House and Senate negotiators met privately Sunday but did not meet publicly over the weekend, instead waiting for an analysis from the comptroller on an alternate tax plan crafted by the House. Lawmakers intend to lower school property taxes and increase education spending but haven't agreed on how the state will pay for those things. Both the House and Senate plans include a variety of new taxes, including increased cigarette, alcohol and sales levies. The cornerstone of either proposal is a restructured business tax, though the chambers differ on how it will be applied to Texas employers.

ABORTION Parental consent measure fails A measure that would require doctors to get parental consent before performing an abortion on a girl younger than 18 failed in the House on Sunday night, but the measure is alive in another measure approved by the House last week. The sponsor, Rep. Phil King, R-Weatherford, said he yanked the Senate plan because the House had already approved identical legislation. "It was a matter of spending two or three hours debating something we've already debated," he said about 9 p.m. Sunday.

King said he is confident the parental consent item will stay in the measure approved last week that reauthorizes the functions of the Texas State Board of Medical Examiners. PRESCRIPTION DRUGS House OKs online import list Texas would join at least eight other states ignoring a federal ban on importing prescription drugs under legislation tentatively passed in the House on Sunday. "This would provide the safety and the cost savings" for Texas consumers, said Rep. Scott Hochberg, D-Houston, who sponsored a measure that would allow the Texas State Board of Pharmacy to create a Web site listing approved Canadian prescription drug distributors. The U.S.

Food and Drug Administration opposes importing drugs, arguing officials here cannot guarantee the products' safety. Many Americans already buy drugs from Canadian pharmacies because they are less expensive. Hochberg said his measure would help ensure Texans buy safe drugs. The amendment was attached to a proposal that reauthorizes the pharmacy board and passed 114-17. The plan now goes to the Senate.

ELECTIONS Two fewer days to go to the polls Figuring that the state could save money -and that the public isn't likely to care the Senate voted Friday to do away with two uniform election dates. Cities, school districts and other political entities won't be able to ask voters to go the polls the first Saturday in February or the second Saturday in September. An analysis of House Bill 57, the legislation that includes the changes, states that less than 3 percent of political subdivisions hold elections on those two dates. The deleted dates were two of four election dates in Texas. Voters will still be asked to go to the polls in May, but the legislation approved Friday would change that from the first Saturday in May to the second.

The November election schedule the first Tuesday after the first Monday- remains the same. The change, which passed with a minor amendment, will go back to the House for approval. MILITARY BENEFITS Tuition would be transferable Military veterans are closer to being able to pass on their free college tuition privileges to their children under legislation the Senate passed Friday. The measure now goes to the House for ALEXANDER, Robert Lee, 89, of Austin died Saturday. Visitation 6 p.m.
